Commercial Electronic Message Consent
Explains through which channels you will receive campaign and announcement messages, how consent is recorded and how to opt out.
The data controller's identity has not been filled in for this installation yet; it is marked "[…]" in the text. The identity form in the factory panel must be completed before the app is submitted to the stores.
1. Service provider and legal basis
This consent text has been prepared under the Turkish Law No. 6563 on the Regulation of Electronic Commerce and the Regulation on Commercial Communication and Commercial Electronic Messages. The service provider sending commercial electronic messages is identified below.

The consent applies to commercial messages relating to the services provided through the Çorlu Sosyal Şehir app and the corlucepte.com site (the "App"). The App is installed for one city only; your consent applies solely to the Çorlu installation and cannot be used by any other installation.
2. What a commercial electronic message is, and is not
A commercial electronic message is any message sent electronically to promote or market the goods and services of the App and of the businesses in it, or to announce campaigns, discounts, gifts, draws and events. For example: a notification announcing the campaigns of businesses in the city, an e-mail introducing a new module, a business's sponsored push send.
The following are not commercial messages and are sent independently of this consent, even if you do not give it:
- Messages relating to account security: verification codes, password resets, new-device sign-in alerts.
- Information about the service you use: order status, acceptance of your taxi request, arrival of a tradesman's quote, a reply to your message, a comment on your post.
- Expiry reminders for the entitlements you bought and payment notices.
- Notification of changes to the Terms of Use and privacy texts and of sanction decisions.
- Public-interest announcements by the city administration: on-duty pharmacies, blood donation appeals, missing-person notices, water outages, disaster and emergency alerts.
Parts of these service messages can be turned off per module in the notification settings; doing so is unrelated to this consent.
3. Channels you consent to
Your consent is obtained at registration as a single marketing consent and covers all of the channels below. You can stop each channel separately as described in section 6; no commercial message is sent through a channel you have stopped.
- In-app notification (push): instant notifications sent to your device. This channel also requires you to grant the notification permission on your device. Sponsored pushes of businesses in the city, approved by the city administration, are sent through this channel under the App's name to residents whose Businesses module notifications are on; the number of sponsored pushes that can be sent per day is limited.
- E-mail: messages sent to the e-mail address registered in the App.
- SMS: short messages sent to the verified mobile number registered in the App.
No commercial communication is made by phone call. The App does not share your data so that another company can message you in its own name; a campaign of a business in the App reaches you through the App's own channel and under the App's name.
4. Content of the consent and İYS registration
- Your consent is recorded on your account together with your name, contact address, the channels covered, the date and time of consent and the version of this text. This record is kept because the burden of proving consent lies with the service provider, and it is retained for the period legislation requires even after consent is withdrawn.
- To the extent legislation requires, the service provider registers your consent with the Message Management System (İYS) and monitors your opt-outs through the same system. An opt-out you give through İYS also ends your consent in the App; an opt-out you give in the App is filed with İYS by the service provider.
- Consent cannot be obtained without information at the time it is given or through a box ticked by default. The consent boxes are empty at first.
- Giving commercial message consent is not a precondition for registering in the App, receiving a service or making a purchase. Declining does not disable any feature of the App.
5. Sending rules
Every commercial message sent to you:
- carries the identity and contact details of the service provider (legal name and address in e-mail, the İYS brand name or short name in SMS);
- states, without concealment and in a non-misleading way, that it is a commercial message and what it is about;
- contains a way to opt out through the relevant channel (an unsubscribe link in e-mail, an opt-out instruction in SMS, a link to the settings in a notification).
Commercial messages are sent at a reasonable frequency and, as far as possible, during daytime hours. The city administration approves businesses' sponsored push sends before publication; an unapproved sponsored send never reaches you.
6. Withdrawing consent (right to opt out)
You can withdraw your consent at any time, free of charge and without giving a reason:
- In the App: under Settings → Notifications you can turn notifications off per module; turning off the Businesses module notifications also stops sponsored pushes. There is no button yet for withdrawing the marketing consent as a whole; use the written route below for that.
- From e-mail: with the unsubscribe link at the bottom of every commercial e-mail.
- From SMS: with the opt-out instruction in the message.
- In writing: by sending your request to […] or destek@corlucepte.com.
- Through İYS: via the opt-out channels the Message Management System offers.
Your opt-out is processed within three working days at the latest, as legislation requires, and commercial messaging through that channel stops. An opt-out stops commercial messages only; the service messages listed in section 2 continue. Deleting your account also ends all commercial message consents you gave.
7. Processing of personal data
In the course of sending commercial messages, your name, e-mail address, phone number, device push token, consent and opt-out records and the technical records of a message being sent are processed; whether a message is opened is not tracked. Messages are sent through Resend for e-mail, Netgsm for SMS and Google Firebase Cloud Messaging for notifications; these providers receive only the data needed to carry the message. Detailed information and your rights under Article 11 of the KVKK are set out in the Privacy Policy and the KVKK Disclosure Notice. The App builds no advertising profile for commercial messaging and does not transfer your data to third-party advertising networks.
8. Declaration
I accept that I have read this text and been informed of what commercial electronic messages are, which channels they will be sent through, how my consent will be recorded and how I can withdraw it at any time; I consent to Çorlu Sosyal Şehir sending me commercial electronic messages through the channels below.
